The only impractical magic items are the Common Magic Items and ones like the Amulet of Pha-Stah which prohibit taking more. Weirdly combat seems to be where my dice reward my confidence and aggression the most in Warhammer. Goblin units can take a magic banner if they are part of a Goblin or Night Goblin army, in addition to Goblin Battle Standard Bearers. That will be the main place you will find these banners.
